Figure 14. The acre-foot re-regulation credits and debits measured using
1994 USFWS wet/average and dry instream flow recommendations (IFR) (weighted
monthly average) with and without the 30-day pulse target flows (average pulse
flow of 3,350 and 2,250 cfs for wet/average and dry years, respectively, during
14 February - 15 March; 30-day duration of 3,000 cfs for wet/average years during
20 May - 20 June) and based upon the Opstudy model (FERC 1994b) (M. Butler,
USFWS, personal communication). Comparing each monthly flow in each Kingsley
alternative with IFR in effect for that month produces the instream flow shortages
(M. Butler, USFWS, personal communication). The IFR were used in two separate
calculations: one with and one without the 30-day pulse flows. The calculations
were further separated into two other classes: a 1:1 relationship between increases
and decreases in the average shortage for a particular month (e.g., a decrease
in shortage (a credit of 10,000 acre-feet during, for example) during one month
is zeroed out by an increase in shortage (a debit of 10,000 acre-feet) in another
month; the without pulse flow calculation gave more credit to decreasing shortages
in higher priority months, and less debit for increasing shortages in lower
priority months (e.g., decreasing the shortage in any month was given full credit
of 1, and increasing the shortage was debited by .5 for the lower priority months
of October through January, and 0.75 for the months of Februrary and September).
Depending on the inclusion or exclusion of pulse flows and the credit and debit
factor, the Nebraska Plan, for example, scored a credit of 11,000-31,300 acre-feet.
