various FERC alternatives in the FERC supplemental revised draft environmental
impact statement (SRDEIS) (FERC 1994b) for re-regulation of Kingsley Dam and
associated facilities (M. Butler, USFWS, personal communication). The shortages
were computed using the Opstudy model by comparing the lowest 25% of the years
in the study period against the dry year average instream flow recommendation
(IFR) of USFWS, and all other years against the average IFR. The average shortage
for present conditions (SRDEIS baseline) is approximately 358,000 acre-feet
(Opstudy model). Under the Nebraska Plan the total shortage is 347,000 acre-feet.
Although 96,00 acre-feet of water in the Nebraska Plan is release specifically
for instream flow purposes and not hydropower/irrigation, the average shortage
is reduced by only 11,000 acre-feet. USFWS IFR require a total of 1,266,500
acre-feet.
