The 20,554 acre complex is managed for wintering waterfowl, preservation of existing bottomland forest, and the restoration of bottomland hardwoods for native willife species. Historically an important area for migratory waterfowl, the refuge was established to help meet the goals of the North American Waterfowl Management Plan. Peak waterfowl populations on the refuge exceed 45,000 birds.
